Examines, with reference to the 2019 report by the Commission on Justice in Wales, "Justice in Wales for the People of Wales", whether Wales should implement a devolved system of criminal justice. Reviews arguments favouring devolution, and the report's recommendations on division of Government responsibility, the victims of crime, ethnic minorities, the role of the police, the Crown Prosecution Service, youth justice, and the prison system.
