This report is focused on early childhood education and care (ECEC) which encompasses all education and care arrangements for children from when they are born, to when they start compulsory schooling. It finds a strong social and economic case for universal early childhood education and care. While these proposals may take some considerable time to achieve, the vision articulated here is for progress towards ECEC that balances competing objectives, is more publicly accountable, is planned to meet local needs and is accessible to all.
