N2 - Examines an EC Commission proposed for a directive on Audio-Visual Services COM (2005) 646 Final. This will amend the Broadcasting Directives 1989 and 1997 in relation to the regulation of television broadcasting in the European Union. The article considers the outline proposals, in particular the extension to non-linear broadcasting such as internet services available on line and whether such an extension of regulation is appropriate at the present time.
