The article introduces the reader to the ministerial bureaucracy and its key function in the German political system. The structure of the ministerial bureaucracy, including the hierarchy of offices and the flows of communication and processes of policy development are analysed. The article highlights the importance of relations between the ministerial bureaucracy and lobbies as well as parliament and political parties. As much as German politics underwent a process of bureaucratisation, the ministerial bureaucracy became politicized.
