Should the TV license fee fund other Public Service Broadcasters?

The announcement in December 2023 of Samir Shah as the UK government’s preferred candidate for Chair of the BBC has revived a recently neglected question about the funding of the corporation, and of Public Service Broadcasting (PSB) in general. If we are to continue to fund PSB through a flat-rate levy on television users, then is it fair that almost all of this money is spent on sustaining a single public broadcaster? Or could a more competitive model of sharing out the licence fee help create a more dynamic and plural PSB landscape?
